Philadelphia county and city are co-extensive. Therefore the IRI http://purl.obolibrary.org/obo/GEO_000055614 is redundant to the one for Philadelphia County.

Need to obsolete it, MIREOT the IRI for Philly County into the major world cities geography file, and give it an extra label, alternative term, etc.

Should also check to make sure we haven't similarly made redundancies in the cases of city/county mergers (e.g., Jacksonville, FL).
