HTML Emails #19

Provide an option to send mail via HTML or plain text. Suggest DESIGN.md include a template that is filled in by Python and then given some configuration options choose that type. Test by showing emails with both types. Don't get overly fancy on what the HTML should look like, we can design that later in future tickets.

Moving towards a capability demonstration, emails that have HTML are going to be higher priority for that. Much easier to present a graphical view of the content than not.
