Add permission for changing redirect settings #65

Addresses #51 by adding a new permission (change redirect settings), separate from Redirect CRUD operations.

Fine with me, but we probably need to update some tests and give test users that permission. Would also be nice to have a test that makes sure that administer redirects is not enough to access the settings page. And rebase on top of 8.x-1.x, so we have the recent fixes from there and passing tests.
