Graphic artifacts in wheel #59

What steps will reproduce the problem?
1. Print or export to file or view in viewer

What is the expected output? What do you see instead?
small gap at bottom of wheel where outer circle's line is cut off. Viewer seems 
to have a flat spot where circle line is cut off on right side. Print and 
export may have these too.

Probably an issue of drawing a circle that is too big for the graphic area in 
which it's drawn. Off-by-one or off-by-two kind of thing?

Doesn't affect usability of encoder wheel itself.

Verify if an issue on other platforms.
