Access denied on windows install using priv user #94

What steps will reproduce the problem?
1. install setup exe with Run As... using priv user from a non-priv acct
2. click through install wizard

What is the expected output? What do you see instead?
Get Access Denied towards the end

Due to installer creating a web url link that isn't deleted on uninstall and 
can't be deleted even with privileges. Not sure why yet.
