Incorrect .dbd included in python builds #65

Since #57 ioc/pvxs7x.dbd needs to be renamed to pvxsIoc.dbd. However, this is not done by the python build.

Fixed in 1.3.1. I have "yanked" 1.3.0 on pypi.org.
