LibOVR 1.38 not available #7

It looks like version 1.38 of the LibOVR PC SDK I built PsychXR with is not available on the website anymore. I'll need to rebuild PsychXR with version 1.37.

Why not include these files with PsychXR? Due to licensing restrictions, I cannot include individual headers and libraries from the SDK with PsychXR. The SDK needs to be shipped in it's entirety which adds nearly 200 MB to the download.

Updated version 0.2.0 release to build with PC SDK 1.37.
