Prelude to the next big change, whose development depended on these:

Add a tool for live-reloading a screenshot test case in the emulator during development
Make screenshot tests support the treatments and profile Nightscout collections
Make timestamps/recency more consistent for screenshot tests
Add DEBUG environment flag to log URLs for web requests
