pbw files cannot be sideloaded on android 10.

You can. Install "Total Commander" from the Play Store and use the "Open with" functionality. There, "Pebble" will show up and let you sideload it.

Android 11 can't sideload. Total Commander also cannot open with Prebble (pebble is not presented as an option to open the file with)

Upload the file to Dropbox, and open it using the Dropbox app.
