http://www.timeanddate.com/worldclock/timezone.html?n=64&syear=1940 According to this link there is no DST changes since 1943 to 1944 and thats why 1945 and 1946 dates are affected. Could you pls add rule for this years?

Sorry we don't control the data source, which comes from Olson timezone data.
