Implement least squares OD estimation #51

Initial implementation of least squares OD estimation. Code has the following features:

GUI dialog for least squares
Ability to weight the solution towards the seed matrix or towards the link & turn targets
Display diagnostics from scipy.optimize.lsq_linear

Still TODO:

Allow user to include/exclude link & turn targets
Allow user to have custom weights per target link, turn, and seed zone pair
Export results to disk
Allow row/col margins to show decimal places in GUI (right now decimal numbers are shown as blanks in the table)
