New emfatic versions break tool build #62

The target files become outdated on new version of emfatic becoming available

0.0.0 can be used temporarily in the target file to specify the latest available version to prevent this reoccurring in the future. This is a result of the current platform tools depending on Emfatic 1.1 which is only available as an interim release and occasionally gets replaced with an updated version and the one set in the target file becomes unavailable causing the build error. When emfatic 1.1 has a stable release it should be specified in the target file.
