Bad framerate on PowerShell 7.3.0 or later #1

It runs smoothly on 7.2.9 but it is slow on 7.3.0 in my environment. Needs further investigation.

Confirmed that AmsiNotifyOperation was the bottleneck and turning off the Real-time protection in the Windows Defender fixed the problem.
