responds to Warren's comment about numpy version comparison
resolve numpy.random.Generator for wheels
- wheels are built using the lowest supported numpy, so we should be good to go here

@mdhaber Don't merge yet, running into issues with clean build using pep440 stuff

EDIT: now should be good
