Create a TACC account - Jetstream cloud #2

After creating the API Credentials( galaxy_cloudman), to use the Jetstream cloud through our launcher , it is required to create a TACC account. Head over to https://portal.tacc.utexas.edu/ and create a new account.

@jhgraber, This step requires your action - it is required to create a TACC account in order to move forward with galaxy Cloudman deployment and it looks like it should be done by the PI(you) --
