Make sure the cwl pipeline can run on bc-prd-app install missing dependencies as needed.

Installed the following the following dependencies:

sudo pip install psutil==3.0.1

sudo pip install subprocess32>=3.5.0

Having issues installing the required version of  subprocess32 on this server.
This module is required to run cwltool, matplotlib, and toil

sudo pip install biopython (https://biopython.org/wiki/Download)
sudo pip uninstall backports.functools_lru_cache
sudo pip install backports.functools_lru_cache
sudo pip install matplotlib
