Certificate flagged as email before sending email #473

Hello I have observed that he the custom certificate issue table has its emailed field flagged to 1 and email are not yet mail to the student after completing a course. When you manual update the field to to 0 in the database, the email gets sent.

The scheduled task for custom certificate handling email is scheduled and the task for completion is working as well.
