The reposition elements does not show newly uploaded images, instead a broken file icon appears

1. Create a custom certificate.
2. Add an image element and add an image to the file picker.
3. Re-edit image and select new image from the drop-down.
4. Go to the rearrange page and you will see a broken icon.
