2 months ago This was added in https://github.com/mdn/browser-compat-data/pull/9488, but https://github.com/whatwg/html/issues/4831 doesn't mention anything about "privacy". I think this is purely a simplification based on what people expect to happen and isn't actually a privacy concern any more severe than :link itself is.
Pinging @chrisdavidmills and @rachelandrew, perhaps? This is from forever ago though.
