Accept-Patch - media types fix #33303

Fixes #33294

The Accept-Patch doc was discussing content encoding, which is irrelevant, as the information carried is media types supported for PATCH. This removes the incorrect information, replacing it with link to media types on IANA

I just noticed we have the same text in https://developer.mozilla.org/en-US/docs/Web/HTTP/Headers/Accept-Post, so we need to update that there, also.
