Downsize eks websre #490

This is building off of PR #487 , with some updates that were needed to allow tf init to work, and some work to get plan going. Stopped when we realized that more work needs to be done to get tf up to date.

Thanks Peter, no worries, this was just WIP to get terraform reflecting reality again. An extension of the work @escattone started. I'll mark it as a draft, but comments are welcome if either of you have any.
