add placeholder OIDC RP client ID for prod #522

I needed to add a placeholder for the production OIDC RP client ID, or else the configuration check fails.

@fiji-flo Just for future reference, you'll need to update this KUMA_OIDC_RP_CLIENT_ID setting in all of these files with the actual production FxA/SubPlat production RP client ID when they've created our production instance.
