Guielines for marking obsolete/experimental on MDN #62

Propose guidelines/policy around contradictions in peer specs (specifically when to mark things obsolete/experimental), share for review with MDN team & PAB, add real examples in practice.

I have written a testcase — see https://developer.mozilla.org/en-US/docs/Web/HTML/Element/input#Attributes (search for inputMode). Do you think this explains the spec conflict appropriately?

Along with guidelines on when items should be marked as obsolete/deprecated and experimental, which I think is basically covered anyway.
