Add a flaw for broken fragments #5375

Inspired by https://github.com/mdn/content/pull/13347#issuecomment-1055161194, we should have a flaw when a page contains internal links (using fragments) that are broken.

@teoli2003 , does this capture your https://github.com/mdn/content/pull/13347#issuecomment-1055161194 ?

A flaw or even a test failure.
