Navigating to "edit form" needs to be accessible from the "Forms" dropdown.

Maybe when you highlight a form, the default click action stays the same, but you can mouse left to an edit option?

Bug isn't relevant with new layout, but I did pull it out of form options and add it to the top level dashboard table.
