Reduce accepted genera #62

In particular via IRMNG we get a huge number of old genera without any species, 
with some of them likely to be regarded as synonyms today. We could check for 
known synonym species using these lone genera in other checklists and 
subsequently mark the corresponsing genus as a synonym? Synonymous species 
pointing to a different genus dont have to have the old genus in their 
checklist at all, so we might be able to reduce the number of accepted genera 
which is too high right now.
