Fix the clb-fulltext-index POM #67

Please fix the POM.

  * Dependencies (none seem to be used)
  * Change the Name to something meaningful (so that it can easily be recognized in Sonar etc.) for example "ECAT:: Checklistbank Fulltext Index" or something else
  * Add a description or README file what this is about
  * Also please change either the artifactId to match the directory name or the other way around (remember to change URLs in Jenkins/Sonar and the pom if you change the directory name)
