Pin ubuntu 20.04 on actions and split jobs into separate files #33

Purpose

GHA is now pinned to Ubuntu 20.04. I also split the jobs into separate files so that skipped jobs do not show up in PR checks at all.

Expected time until merged

ASAP so we can test this in other repos.
