Implemented two kinds of contracts:

Wrapped native token. For all existing chains this is WETH.
Utility contracts. For all existing chains this is a set of create2 deployers.

The existing types and data can be expanded later to add other utility contracts, canonical token contracts, or addresses of protocol deploys. But to avoid scope creep, this section is kept simple for now.
