Release of 3.2.0 #103

This release will bring these features:

[MCC-261721] Don't break on 128bit X-B3-TraceId by tossing high bits https://github.com/mdsol/Medidata.ZipkinTracerModule/pull/100

[MCC-262896] allow 1/0 as values in the X-B3-Sampled header https://github.com/mdsol/Medidata.ZipkinTracerModule/pull/101
