French translation

Reason:
According to stats a lot of people visiting the project from France. So it will 
be good to have French translation of interface.

Description:
Need to translate the file 
http://code.google.com/p/ovz-web-panel/source/browse/trunk/config/locales/en.yml
 (only text inside quotes). If anybody can do it, please leave the message.

Hello

I am a computer scientist living in France, I can easily translate the file but 
in France there are going to emphasize how this place knowing that we're in and 
you iso and utf8 character problem?

P.S. Locale files should have UTF-8 encoding.
