Reason:
Custom roles can help to create groups of VPS users and limit their abilities. 
Now there are two hardcoded roles, but often this is not enough.

Description:
Create CRUD screens for roles. Convert old roles to new model during upgrade. 
Give ability to customize permissions via roles.
