UBC Settings to low #178

I'm not sure if it's related to ovz-web-panel but the default UBC barriers are 
to low (kmemsize, lockedpages, numproc, vmguarpages, oomguarpages) which cause 
containers to crash even though they have allocated enough resources (ubc 
limits) (ram, hdd, cpu etc.)

Default server templates are provided by OpenVZ. If default values are not 
suitable, it's better to create own server templates and then create containers 
on them.

I understand. I already created new templates, but the UBC limits (which are 
too low) are taken from the default values which is frustrating.

This could be overwritten if on template creation UBC barrier is equal to the 
limit (in case of memory allocation).
