OS template list download failed #179

Steps to reproduce:
1. install ovz web panel into a server that under the NAT that apply pasive FTP 
only.
2. Click "Install New OS template"

Actual result:

Expected result:

Version of the product:
1.5

Server OS:
Debian Lenny

Browser:
Firefox 3.6

Additional information:
I could fix it easily,

app/models/os_template.rb, line: 36
--ftp.passive
++ftp.passive = true
