Reason: To allow management a high level view of server configuration.

Description: Allow creation of roles that provide view-only permission to any 
of the following:

/admin/dashboard
/admin/hardware-servers/list
/admin/hardware-servers/show?id=#
/admin/virtual-servers/list
/admin/ip-addresses/list
