Unusable VE (no config found) after failed reinstall. #373

Steps to reproduce:
1. Have 1 VE and small space (not enough for +1 more VE)
2. Try "Reinstall" feature on existing VE. And get error for insufficient space.
3. Get the fully unusable VE in "stopped" state and can't do anything with it. 
Try to delete = get error, try to start = get error, try to reinstall = get 
error. 

Actual result: Output: cp: cannot stat `/etc/vz/conf/25.conf': No such file or 
directory

Expected result: OS reinstallation.

Version of the product: OpenVZ Web Panel 2.0

Server OS: Debian Squeeze 6.0.3

Browser: Firefox 7.0.1

Additional information:
The unusable VE actually disappears after owp restart.
