VM-Limits in Database #417

Hi, at the moment are the limit of VMs in a config File on harddisc. A better 
solution is saving this in database.

The table is already existing in database structure.

File based configs are used by OpenVZ itself. Database is used by Owp for easy 
manipulations with necessary data.
