If an external SD card is inserted, the internal storage will display with the size of the external SD card - even if it's set up as portable storage. Once the SD card is removed and the device is rebooted it will display the correct size again. This is especially weird if the SD card has a size lower than the internal storage, because storage will then display negative storage usage.
As far as I can tell, it's just the displayed value and does not affect any functionality.
