Similar to REFUSED responses, SERVFAILs represent an interesting subset that can be useful to filter on while debugging DNS servers.

@wessels I'm not sure how active this repo/project is or how accepting of unexpected PRs, but I figured I would give it a shot. What do you think? Adding this to my own build has been helpful to identify misbehaving upstreams from my recursive nameserver.
