Tool Diameter is not working correctly.

What steps will reproduce the problem?
1. Import a DXF file (say for example a line of 100mm)
2. Put in the tool dia of 2mm
3. Then export the gcode.  Based on the diameter of the tool, I was thinking it 
would produce a line of 98mm since the tool would make up the extra 2mm at the 
beginning and end of the line due to it's diameter.

Additionally, is there a way to specify if cutting occurs on the Outside, 
Inside or center of the lines that are in the DXF files?

Sry. Scott for the late answer. This is normal function, which cant be fixed. 
this will only work if you have a min. of 2 lines connected with a circle in 
the corner. 

The way of cutting is specified in the program itself. The dxf cant handle this 
information.
