I've done this in https://github.com/mechmotum/cyipopt/pull/185/commits/7e5913b983ea07c86aaf8c655c8d93793daa91f6, along with the classifier in the package metadata. Should be good to go now.

I'm a bit dubious that you can change the license without consent from all prior authors, but since Ipopt did it, I'll do it here. Merging.
