Update `ollie` package to current development state #27

This PR updates the repo with the current state of redevelopment of Jan's code to a Python package.

This does not require review as it doesn't touch anything in the current paper. Only the ollie directory which @moorepants, @brocksam, and @jtheinen agreed yesterday would be left as is until we've got a submission-ready draft using the code and results from Jan's thesis.
