Event: Add "Logging Started" and "Logging Ended" events #14

in the Event CSV, we currently dont log events when logging starts and stops. I think these events can be useful for us, to have an exact timestamp for when the logging started and stopped, so we can estimate duration of logging using these events in a consistent manner.
