make `esoItem` an actual command

People have been complaining that they were accidentally popping up items when trying to type things in square brackets (e.g. [OOG]).

To solve this, there should be a toggle in the guild config for this command to only respond to:

• the default command calling syntax (i.e. /item googly eyes), or
• the initial method to preview in-line items (i.e. [googly eyes])
