Describe the bug
When resizing the overlay, it can be resized to a size so small as to not be able to be seen or resized any further.
To Reproduce
Steps to reproduce the behavior:
Right-click and drag overlay to resize
When moving the cursor too fast, the cursor will leave the overlay area. (This is really the root of the problem - resizing the overlay is too slow.)
Re-enter the overlay. (with or without the right mouse button depressed)
move the cursor to the opposing corner or side of the overlay.
Actual behavior
The overlay continues to resize smaller and smaller, but is too slow to resize larger, so it is very difficult to resize to a larger area.
Expected behavior
The overlay stops resizing when the overlay size is smaller than 100x100 pixels (or some reasonable size).

OS: 64-bit Fedora 29 and Fedora 30
Version: latest gnome shell- 3.32.2
Memory: 16Gb
Processor: Intel® Core™ i7-8750H CPU @ 2.20GHz × 12
