localization (English & French) #31

The CMS system needs to work in both English & French. The previous application catered for both these languages. Something is broken that does not interpret translation keys into the appropriate language selected. Also, the hoe page has a switch that allows for language changes. All this needs to work like the previous version of the app.

Localization is done for all the resources available in French. Currently awaiting response on the pull request.

Page titles and titles are still not displaying proper text, but rather cryptic keys. This issue remains unresolved.

This is because of the missing resource strings for the resource files for the respective pages. As mentioned above localization is done for the resources available. This issue should be changed to adding missing resources as things needed for localization are present but only the resources are missing.
