An assortment of small improvements and fixes:

StatementDB:

Use a streaming query for selecting statement ids in SQLDB.Delete, so that there is no memory requirement for large deletions
Add QueryOne to interface, analogous to QueryRow

API:

Add namespace validity check in /publish api
A small refactoring in api error reporting [per bigs review]
Document the REST api [per bigs review]

MCQL:

Add MIN/MAX for timestamps
