We need a way to get batches of statements from concat in a single roundtrip. For example, the indexer may want to request 200-600 statements for reranking at once.
This is distinct from packaged/signed batch transfers ("dataset seed" mode)
Depending on performance (#32), this may be feasible over HTTP, or a different API.
