update to latest mediacloud-metadata #210

The mediacloud-metadata is now on v0.11.x. Opening this issue to note that the requirements here needs to be updated in main to use that verison: https://github.com/mediacloud/story-indexer/blob/b140a84969ecadff65c13193c13fccf968ec21cc/pyproject.toml#L13

Note for @rahulbot the additional bit of magic is to run make upgrade after updating pyproject.toml and adding requirement*.txt to the commit.
