more JS upgrades #2087

I went through an upgraded a bunch of the regular JS app dependencies to try and fix some compilation errors I was having. Note 2 big chunks of upgrade work still to be done sometime:

  1. moving from react-intl to formatjs
  2. we still are multiple major versions behind on react-router (#562)
